U.S. De-Minimis customs exemption to end in August 2025

On July 30, 2025, President Trump issued Executive Order (14324) ending the De-Minimis tariff exemption (shipments under $800) for all countries except China, effective August 29, 2025. The exemption for China (including Hong Kong) was already removed on May 2, 2025 (Executive Order 14256). 

This means low-value imports will now face the same tariffs and customs procedures as higher-value shipments.

International postal shipments will have fixed tariffs ($80–$200 depending on country tariff rates) unless they are personal communications, donations, or informational materials.

The de minimis rule, originally intended to avoid the cost of processing small shipments, and has been widely used by major e-commerce companies and smaller retailers, enabling them to ship products to the U.S. with minimal customs checks and no duty costs.

Once the suspension takes effect, the main anticipated impacts are:

  • Increased customs complexity – All shipments under $800 will require detailed documentation, including HTS classification, value verification, country-of-origin declaration, and full import paperwork.
  • Delays and inspections – Heightened customs checks will increase the risk of shipment delays.
